1- Coordinates the routine work of all divisions; manages official documents, confidential archives, internal security and the state-owned assets; 2- Handles the administrative affairs relating to personnel affairs, retired cadres and financial administration;3- Undertaks routine work of Xiamen’s foreign affairs office and overseas Chinese office
1- Examines and approves applications of individuals and groups for business trips to overseas countries and Hong Kong and Macao special administrative regions;2- Issues passports, exit-entry permits and endorsements for Hong Kong and Macao for business trip individuals, as well as relevant certificates；
1- Guides Xiamen’s protocol and reception work for foreign affairs; 2- Coordinates official etiquette and translation of government-officials related foreign affair activities;3- Receives foreign guests;4- Guides all districts and departments in Xiamen to promote exchanges and cooperation with overseas friendship cities.
1- Administers foreign consular institutions in Xiamen, coordinates the application of foreign governments’ planning to set up consular institutions and affairs offices in Xiamen.
Develops friendship and cooperation relations with some foreign organizations, non-governmental organizations and individuals; Coordinates works and provides services to overseas Chinese and organizations; Handles Taiwan-related overseas Chinese affair work together with some relevant departments;
Coordinates and handles Xiamen-related emergency situations in foreign countries, provides consular protections for legal persons within Xiamen’s jurisdiction in foreign countries; Manages Xiamen’s activities conducted by overseas non-governmental organizations; Provides assistances in foreign-related affairs, such as anti-terrorism and fighting against cults;
Supervises and examines implementation of overseas Chinese affairs-related policies and regulations; Examines and approves the applications of overseas Chinese and their relatives who plan to return and settle in China, protects their legitimate rights and interests;
